An Introduction to the History of Bureaucracy

The paper presents an attempt to clarify the terminology used by historians in a vast variety of senses. The author puts forward a set of axioms and suggests a new approach to some historical phenomena and processes. He tries to get over the limits of narrow specialisation characteristic of the present day historiography.
